Argentina: Second National Cybersecurity Strategy

Resolution No. 44/2023

In brief

The Chief of Cabinet of Ministers ("Cabinet") – via Resolution No. 44/2023 – (i) approved the Second National Cybersecurity Strategy ("Strategy"); (ii) created the Cybersecurity Management and Cooperation Unit ("Unit"); and (iii) established the functions of the Executive Unit of the National Cybersecurity Committee.

The Cabinet recently approved the Strategy aimed at establishing the guiding principles and primary purposes that will govern the establishment of national provisions regarding the protection of cyberspace.

The Strategy provides an update of the first National Cybersecurity Strategy, which was approved in May 2019 through Resolution No. 829 of the former Government Secretariat for Modernization of the Chief and seeks to address the new challenges posed by rapid technological advancements.

The Strategy was approved following a Public Consultation process that began in January 2023 and includes contributions from the public, private, and academic sectors, civil society, international organizations and entities, and the technical community.

The Strategy defines cybersecurity as the "set of policies and actions aimed at raising the security levels of ITC infrastructures," which could be potentially vulnerable to threats and/or security incidents.

The Strategy also aims prevent incidents that will affect the administration of the state, organizations, essential services, and, consequently, the public.

In addition, the Cabinet created the Unit, which will be responsible for the preparation, promotion, and monitoring of the Strategy Action Plan. Further, the functions of the Executive Unit of the National Cybersecurity Committee have been outlined, thus consolidating a comprehensive approach to address cybersecurity challenges.
