The FTAs are environmental management instruments complementary to the National System of Environmental Impact Assessment (Sistema Nacional de Evaluación de Impacto Ambiental (SEIA)) and are required for holders of solid waste projects not subject to the SEIA, whether of greater or lesser complexity. They are contained in Annex I and Annex II.
If the solid waste investment projects are not considered in the Environmental Technical Files or if they include two or more typologies detailed within it, the binding opinion of the Ministry of Environment must be requested to determine if environmental certification is required.
