Coverage
The Guidelines apply to all registered foreign nationals who are holders of Alien Certificate of Registration Identity Card (ACR I-Card) and paper-based Alien Certificate of Registration (ACR) with valid visa.
Requirements
The following are the requirements for the Annual Report:
- Completely filled-out online registration, which can be accessed thru https://e-services.immigration.gov.ph, for issuance of reference number for Annual Report purposes
- Personal appearance (no representative shall be allowed, except for those covered by Section 3 of the Guidelines [please see below])
- Original valid ACR I-Card of card holders or original paper-based ACR
- Original valid passport
Foreign nationals exempted from personal appearance
The following registered foreign nationals are exempted from personal appearance (applicable for in-person Annual Report):
- Those below 14 years old
- Those 60 years old and above
- Those mentally or physically incapacitated
- Pregnant women and foreigners with medical conditions
Period to comply with the Annual Report
1 January 2025 to 1 March 2025
Other available modes for the Annual Report
Aside from the in-person Annual Report, registered foreign nationals may also comply with the Annual Report via the following:
- Mobile Annual Report – The BI Commissioner may authorize an on-site/mobile Annual Report service for a minimum of 15 foreign nationals.
- Virtual Annual Report – This is available to all registered foreign nationals present in the Philippines during the Annual Report period (1 January 2025 to 1 March 2025) who are holders of valid visas (except those with paper-based ACR).
Requirement for the Issuance of Emigration Clearance Certificate-B
All departing foreign nationals are required to pay their Annual Report fees prior to the issuance of Emigration Clearance Certificate-B (ECC-B).
Penalties for noncompliance
Foreigners who fail to report within the prescribed Annual Report period will be subject to a fine of PHP 200 per month of delay up to a maximum of PHP 2,000 per year.
Noncompliance with the 2025 Annual Report may result in an administrative fine or prosecution (at the option of the BI Commissioner), leading to a fine or imprisonment upon conviction.
