The Energy Commission of Malaysia ("Energy Commission") had on 1 April 2024 announced that it will undertake the 5th round of competitive bidding process under the Large Scale Solar Program (LSS) or LSS-Peralihan Tenaga SuRiA ("LSS PETRA"). A total solar quota of 2,000MWac will be allocated and four packages, ranging from 1MWac to 500MWac will be offered to the qualified developers (companies or consortiums). This initiative is part of the government's ongoing efforts to expand renewable energy sources and to ensure a continuous energy supply in the country.
Interested companies and consortiums are encouraged to refer to the detailed information set out in the RFP document, which is available for purchase online via Energy Commission's website at www.st.gov.my from 1 April 2024 to 16 April 2024, priced at RM3,000 each. Bidders are required to make physical submission of the RFP document, which must be received by the Energy Commission no later than 5:00PM, 25 July 2024.
The government's latest solar initiative under the LSS PETRA could signify a more sophisticated approach compared to the previous large scale solar program. Notably, the solar quota allocations have been doubled, indicating a strong commitment to renewable energy. It is also understood that foreign investor participation is permitted for certain packages and that bidders can also consider developing rooftop and floating solar plant. The implementation of these changes will undoubtedly be closely watched by industry experts and stakeholders alike.
