Peru: PROINVERSION reopens bidding process for Huancayo-Huancavelica Railroad Project concession

On 20 March 2023, PROINVERSION reopened the Huancayo-Huancavelica Railroad Project, for which it published a first version of the concession contract — New Call for Bids and the Bases of the Comprehensive Project Bidding for the delivery in concession of the project.

In depth

The public initiative and co-financed project consists of the execution of necessary improvement and rehabilitation works along the entire railroad track (approximately 128 kilometers) that runs through the departments of Junín and Huancavelica. The purpose of the project is to provide transportation service in a sustainable manner during the 30-year concession period. This important project will provide passenger and goods transportation and will be a new alternative for tourism.

The project is at a fairly mature stage and PROINVERSION is working on capex updates and geological risk treatment. The project is expected to be awarded by December 2023.

According to the First Version of the Concession Contract, the payment mechanism to the concessionaire will be made through a remuneration for investment (RPI), a remuneration for availability (RPD) and a remuneration for maintenance and operation (RPMO).

Lastly, although there are still no certain dates for the pre-qualification of bidders, there are dates for the presentation of suggestions to the different versions of the Concession Contract, according to the schedule of the First Version of the Concession Contract:

First version of the Contract 20 March 2023.
Suggestions to the first version of the Contract Until 28 April 2023.
Second version of the Contract 3 July 2023.
Suggestions to the second version of the Contract Until 21 August 2023.
