Philippines: Government Procurement Policy Board issues Implementing Rules and Regulations of the New Government Procurement Act

In brief

The Government Procurement Policy Board — Technical Support Office (GPPB-TSO) led by Department of Budget and Management (DBM) Secretary Amenah Pangandaman approved the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, or the New Government Procurement Act (NGPA), which took effect on 25 February 2025.

The NGPA, which was signed into law by the President of the Philippines on 20 July 2024, aims to promote efficiency by implementing an organized, uniform and straightforward government procurement process through the use of emerging technologies and innovative solutions (see our client alert on the NGPA here).

The NGPA IRR aims to address key areas in the NGPA for effective implementation, with the goal of creating a more streamlined, responsive and modernized procurement process.
