Malaysia: Temporary suspension of NPCO approvals for certain products to be exported to Russia

The Ministry of Investment, Trade and Industry (MITI) has announced a temporary suspension of Non-Preferential Certificate of Origin (NPCO) approvals for specific product categories to be exported to Russia, which include various types of ball or roller bearings.

Effective 3 December 2024, MITI has temporarily suspended the issuance of NPCO approvals for products classified under the following HS headings for export to Russia:

HS Heading Description
8482.10 Ball bearings
8482.20 Tapered roller bearings, including cone and tapered roller assemblies
8482.30 Spherical roller bearings
8482.50 Other cylindrical roller bearings, including cage and roller assemblies

 

NPCOs are trade documents issued by chambers of commerce and trade associations authorized by MITI to certify that certain goods meet the non-preferential rules of origin in Malaysia to be considered originating from Malaysia, on a non-preferential basis.

This temporary suspension is a proactive response by the Malaysian government to the ongoing geopolitical tensions and trade disruptions arising from the Russia-Ukraine war. It is said to be intended to safeguard the interests of Malaysian businesses and ensure the stability of Malaysian trade relations.

Remarks

Exporters of the affected products are encouraged to reassess their supply chains and explore alternative approaches/markets to minimize the potential disruptions caused by this temporary suspension, where relevant.
