International: Now open - Antidumping sunset review on Brazilian imports of welded steel pipes from Malaysia, Thailand and Vietnam

The Secretariat of Foreign Trade ("SECEX", in its Portuguese acronym), by means of Circular No. 22, of 13 June 2023, published on 14 June 2023, opened an antidumping sunset review concerning Brazilian imports of welded steel pipes of austenitic stainless steel originated from Malaysia, Thailand, and Vietnam.

The duties remain in force throughout the investigation, and they may be renewed for another five years at the end of the proceeding.

Participation of interested parties is crucial

Active participation of importers, exporters and any other interested parties in the sunset review may be decisive to ensure a more favorable final determination to the interested party in question. Interested parties can submit their applications to participate in the proceeding until 4 July 2023, provided that they demonstrate the extent to what they are affected by the measure in force.

Such applications in this case are particularly important, as there were no exports to Brazil of welded steel pipes from the investigated origins throughout the period of analysis of dumping (Oct/2021 to Sep/2022 or P5).

Furthermore, interested parties may request that an assessment of public interest be conducted in parallel to the antidumping investigation. Within the scope of this related process, the authority will analyze, based on economic information and studies submitted by the parties, whether the extension of the antidumping duty in force is a measure that serves the public interest or whether its suspension or alteration would better serve such a purpose.

Investigated product Welded steel pipes, of austenitic stainless steel, of 304 and 316 grades, of circular section, with external diameter equal to or greater than 6 mm (1/4 inch) and not greater than 2,032 mm (80 inches), of thickness equal to or greater than 0.40 mm and equal to or lesser than 12.70 mm.
