Digitalization of the antidumping investigation process
Currently, submissions and processing of documents and data for antidumping investigations are done manually by submitting paper documents or electronic data recorded on flash disks. Communication and correspondence can be done via email, but in many cases, must be followed by hardcopy correspondence. Hearings are held physically.
On 13 November 2023, KADI invited select businesses and advisors to try out its new web-based case management system platform. The system is called Indonesia Trade Remedies Case Management System (INTEREST). KADI aims to start using INTEREST for new cases beginning in the first quarter of 2024. Ongoing cases will still follow the current manual procedure.
A party that has an interest in an investigation (including lawyers) will be required to sign up to the INTEREST platform. Once registered, they can use this platform for multiple investigations. The parties can upload their petitions, submissions, and supporting documents directly to the system. They will also be able to ask questions and submit meeting or hearing requests to KADI directly via INTEREST.
Interested parties will be aware of the status of the investigation in real-time. INTEREST will replace most of the current manual process. However, relevant parties may still have to submit some documents (such as petitions or responses to questionnaires) in hardcopy, and some meetings (like public hearings) may still have to be held physically.
KADI is gathering comments from stakeholders and will issue a guideline on how parties (petitioners, respondents, and lawyers) should use INTEREST. Look out for future client alerts giving updates on the development of this platform.
