Malaysia: Concept Proposal Request for Information for the Kuala Lumpur – Singapore High Speed Rail (KL-SG HSR) Project

The Malaysian Government has indicated interest to revive the KL-SG HSR Project after it was shelved back in 2021. MyHSR Corporation Sdn. Bhd. (MyHSR), being the special purpose company established to oversee the KL-SG HSR Project, has, on 12 July 2023, invited local and foreign companies through a request for information (RFI) exercise to solicit concept proposals to assess their readiness and capabilities, while gathering innovative business models and supplementary revenue-stream ideas for a privately funded structure.

Details

  1. The RFI briefing will be held on 27 July 2023 (Thursday) at 2pm at the offices of the Ministry of Finance, Putrajaya and in order to be eligible to attend the briefing, interested parties are required to register their interest via one of the links provided for in the RFI notice.
  2. Interested parties may also purchase the RFI documents which contains the RFI submission guidelines and requirements of the concept proposal from MyHSR although the RFI notice is silent on whether it will be a pre-requisite to attend the RFI briefing in order the purchase the RFI documents, as is typically the case in Malaysian Government tender exercises.
  3. Upon completing the steps required for the purchase of the RFI documents, the RFI documents can be collected on 11 and 14 August 2023 at the office of MyHSR. It is also possible to arrange for an alternative collection method and this would be useful for interested parties that are not based in Malaysia.

The RFI notice can be accessed via the following web address https://www.myhsr.com.my/rfi. Taking lessons from the previous KL-SG HSR Project process and with industry participatns playing a major role, it is hoped that both Malaysia and Singapore would be able to successfully develop the KL-SG HSR Project to unlock national socio-economic benefits and long-term growth.
